Answer is A. It looks like a simple question.
Reason:
A -- Most promising since the statement is logical. Before the pension rise the pensioners in the rural areas were supported by the urban childrens hence a portion of their pay went to their parents. However after the pension rise, there was enough cash with the pensioners and the flow of cash reduced from urban to rural areas. Naturally the extra cash with the urban population promoted the economic activity.
B - New information like "number of people below the poverty line" being introduced and it is not in scope.
C - City dwellers rarely travel to rural areas. Hence the number of travel from urban to rural remained the same before and after the pension rise. This statement is neutral and does not provide any new information.
D - Talks about the ineffective postal system and the statistics in the stimulus should be believed to be gathered out of a larger number of time period (months/years) and not lesser than 3 weeks time to be impacted by the delay introduced by the postal service.
E - Talks about the higher pension on average in rural areas. However stimulus talks about greater number of people in the rural areas and hence the economic activity based on this statement should have been higher even before the pension rise.
Hence answer is A.
