Correct Parallelism:
- (space) missions (noun)
- and operations (noun) in (military or hazardous environments)
A. operating in hazardous environments, and military operations.
Wrong:
- Parallelism error, "Operating" is verb doesn't go well with Noun Parallelism.
- "Operating" it wrongly modify "space mission" creates meaning flaw in sentence.
B. operations in hazardous environments, and in military operations.
Wrong:
- Parallelism error.
- usage of preposition "in" makes "operations" noun as a Verb / action refer to another noun "Environment" and "Military" creates ambiguity, also its repeatative usgaes makes it Redundant.
- also its odd to read "operations in Operations"

Honestly, I don't agree with any of the answers. However, Option C is the best among these although using "or" changes the meaning of the sentence. It suggests that the applications can go either way but not both.
Option B could have worked if "in" was not placed before military operations.
