Last month I visited with our econometrics instructor to discuss the possibility of offering a new course on spatial econometrics. Two weeks ago, we decided to open the course to both graduate and undergraduate students. The dean of the college said that he will not open the course unless at least 15 students sign up by February 1. Do we need to offer extra points or other incentives for students to sign up?

At this point, we have 12 students signed up for the spatial econometrics course. We need only 3 more students to sign up to be able to offer the course. I do not believe that we should offer any incentives for students to sign up, as we are more than likely to have 3 more students register, and we have at least one more week until the deadline. In fact, there is a good chance that we will have more than 15 students in the course by the deadline. Keep in mind that we have to provide each student in the course with a free copy of Eviews econometric software, which costs us $50 per copy. What is the total budget for the software?

The budget for software is somewhat flexible. However, it is not to exceed $1,000 under any circumstances. If the number of course registrants exceeds 20, then we will have to offer one copy per two users or look for other ways to reduce the cost per person.

1. More than 14 is same as at least 15 so we need those many signups 2. The budget is not applicable if <10 students join since the course will not start 3. True, graduate coordinator is optimist as ne week is left and 3 sign ups are pending

From Email #1: "The dean of the college said that he will not open the course unless at least 15 students sign up by February 1." i.e. the minimum number of students needed to open the course is 15.
The question statement says "The economics department will offer a course in spatial econometrics if more than 14 students sign up for the course."
As, number of students will be a non negative integer, more than 14 students sign up = 15 students. This is explicitly mentioned in Email #1.
Hence, the answer is Yes.

2. The economics department cannot spend more than $800 on Eviews software unless more than 10 students sign up for the course. A: First, there are at least 15 students required for the course. Secondly the budget allotted is of $1000 regardless the number of students.
3. The graduate coordinator believes that the economics department will be able to open the course. As said by the coordinator " In fact, there is a good chance that we will have more than 15 students in the course by the deadline" he believes it will be possible.

As of the latest update, 12 students have already signed up, and they need 3 more students to meet the requirement, which is achievable before the deadline.
