Distance traveled by each=286/2=143

i) Time for 143-5=138 miles taken by Debbie at 60mph= 138/60
Time for last 5 miles at 70 mph= 5/70
Debbie travels for 138/60+5/70= 2 hrs 22 mins

ii) Time taken by James at 70 mph = 143/70= 2hr 3 mins

Official Explanation

The correct answers are 2 hours and 22 minutes for Debbie and 2 hours and three minutes for James.

Both Debbie and James travel half of the 286-mile journey, or a total of 143 miles. Debbie travels 138 miles at 60 miles per hour and 5 miles at 70 miles per hour.

For the first miles 138, she travels for 138/60, or 2.3 hours. For the last 5 miles, she travels for 5/70, or 0.071 hours. To convert the decimals to minutes, multiply by 60. She travels 2 hours plus (0.371*60), or 22 minutes.

James travels 143 miles at 70 miles per hour. He travels for 143/70, or 2.043 hours. That is approximately 2 hours and 3 minutes.

Debbie departs 1 hour and 48 minutes before James does. The section of the highway she travels has a 60-mile-per-hour speed limit and only two lanes for all but the last 5 miles. For the last 5 miles of her trip, Debbie can travel 70 miles per hour. James travels a section of the highway that has four lanes, with a 70-mile-per-hour speed limit the entire way.

In the table, identify the approximate number of hours and minutes that Debbie will drive to meet James at the midpoint if she drives the posted speed limit for her trip. Next, if James drives the posted speed limit, identify the approximate number of hours and minutes that James will drive to meet Debbie. Make only one selection in each column.

what is the significance of this sentence Debbie departs 1 hour and 48 minutes before James does ? while calculating for James are we not going to take these 1.8 hrs into account that he started travelling after Debbie and if not then why not. Can you please explain a bit. Maybe i am reading the question wrong but still i would like to be corrected.

Not significant for calculation of the answers here; sometime additional information is given just to confuse the test taker.
