Notice that the sentence starts off in a MODIFIER: “Delighted with the productivity increase”, and that the underlined part is a ‘PASSIVE’ expression stating that the ‘staff WERE given a raise by the President”. First off, we notice that the underlined part has a ‘subject-verb’ form agreement problem. Secondly, the underlined part is not logically expressed in relation to the modifier used. Who was delighted with the productivity increase, and who could give a raise to the staff? It is the President. Therefore, the modifier should describe the PRESIDENT, not the staff. When we scan the options, the ONLY option that even starts off with ‘the PRESIDENT’ is option D. Choice E takes care of the ‘subject-verb’ agreement problem but is still illogical. We must pick option D.

Ans D. The only choice in which modifier is touching the correct noun president.

The modifier clearly refers to "President", and D is the option that the modified is right after the modifier.
