Delivered directly to parents four times each academic year and covering the prior quarter, the school's progress report for each student reports the amount of course units to be completed during the reporting period and the amount of class hours to be attended.

A) reports the amount of course units to be completed during the reporting period and the amount of class hours to be attended.
B) reports the amount of course units being completed during the reporting period and the amount of class hours attended.
C) reports the number of course units completed during the reporting period and the number of class hours attended.
D) reported the number of course units that are completed during the reporting period and the number of class hours being attended.
E) reported the number of course units that have been completed during the reporting period and the number of class hours attended.
Must be (C) for the highlighted errors in other options.

Delivered each year implies this practice still exist; therefore you have to pick "reports" instead of "reported".
"reported" means the school only did this in the past and no longer does it anymore.
Eliminate (D) and (E)

Does anyone has a clear explanation for this sentence?

I considered 'the amount' wrong in the meaning of the sentence. + parallel problems for the rest of the sentences. So C right.

See the intended meaning of sentence is report card report the progress and attendance.
This has already completed in the past.
So we just need simple past tense to express the same.
We don't require being and other stuff

C does exactly that

Give kudos if it helps
