Although the courses of action that choices (B) and (E) propose would each be likely to reduce noise and congestion caused by motorists, especially during peak tourism season, neither would be as effective as an outright ban on motor vehicle traffic.

Can you please help me with the below query?

Even if we require all motorized vehicles to remain outside the entrance gate and allow park entrance only to pedestrians and nonmotorized vehicles - what is the guarantee that there will be no noise cause by the visitors? Agreed that motorists are the chief cause but I want to understand why (B) is less effective than (D)

B states, the vehicles can enter the park premises even if they are two or two hundred.
Which will create noise pollution, even if it's for minimal octave.

While D says the motor bikes are prohibited and the park visitors have to walk inside park, in order to visit park premises. Which eliminates the chances of having noise pollution.

So D is better option in eliminating noise pollution.

Answer is D..

(D) Require all motorized vehicles to remain outside the entrance gate and allow park entrance only to pedestrians and nonmotorized vehicles.

Are we gonna ignore the first line??
"Despite escalating gasoline prices and a slowing economy, Zenith State Park is growing in popularity as a tourist destination"

D is nonsensical as this will reduce the revenue.
Only B makes sense.

What is the source of this passage?

I don't know the source of this question but it is not something GMAT would give you.
Multiple options can be a solution to the problem and the difference between them is of the degree of solution. I agree that completely banning motorists from the park is a better solution to our current problem (too much noise and congestion, particularly due to motorists) than allowing some in so I would pick (D) if I had to.
But other options do give other possible solutions that will help too and that is not acceptable in GMAT questions.

I don't know the source of this question but it is not something GMAT would give you.
Multiple options can be a solution to the problem and the difference between them is of the degree of solution. I agree that completely banning motorists from the park is a better solution to our current problem (too much noise and congestion, particularly due to motorists) than allowing some in so I would pick (D) if I had to.
But other options do give other possible solutions that will help too and that is not acceptable in GMAT questions.

I too agree this is not a standard GMAT verbal question.

but why are we ignoring the first line??

As economy is slowing D cant be a solution as it will lead to very low revenue.

Shouldn't B be the best option.

IMO B is the correct answer.
We can't ignore the first line, which says about slowing economy.
In option D, the vehicles are being parked outside the entrance gate, which would lower the revenue for already slowing economy even though it might reduce congestion. Therefore, the ideal situation would be to limit the number of vehicles entering the park to maintain the revenue and also to keep the vehicle congestion in check.
