The sentence states that there is a certain expectation and then goes on to describe what that expectation is: government regulators will avoid a crisis and might actually improve things. The sentence looks okay. The verbs are parallel, the tenses are logical, and there's nothing particularly confusing here.
None of the other options are an improvement. They make the sentence needlessly confusing at best and grammatically incorrect at worst.

The correct answer is Choice (A).
