What is critically different between b and c. Can someone please explain with example.

about the size of the entire education budget is a prepositional phrase and is incorrect here as it cannot act as a modifier
On the other hand an amount about the size of the entire education budget is a noun modifier, modifying the previous noun two million and is correct here.
structure is NOUN+Phrase..

What is wrong with A?
isnt that a noun modifier as well?

A is not concise.sometimes they call awkward.

A. have increased from 500,000 to two million, an amount that is about the size of the entire education budget (Wordy)

B. have increased from 500,000 to two million, about the size of the entire education budget (5,00,000 is amount not size)

C. have increased from 500,000 to two million, an amount about the size of the entire education budget (Correct)

D. has increased from 500,000 to two million, an amount which has about the size of the entire education budget (Expenses are plural)

E. has increased from 500,000 to two million, about the entire education budget’s size (Same as D)
