I would also go with B. As IT refers to capital so only B and D has the correct reference. B is I'm present tense and D is present perfect tense which isn't required here

I wonder how come "capital who are" is correct since modifier "who"can only refer to people?

Who are - refers to women, it is ok.

"bets that" or "is betting that" are correct usage in this sentence.
"That" modifier can not be used for people. In this sentence modifier refers to "many East Coast women with considerable capital" rather than just "capital". So we need "who" here.
B. is betting that there are still many East Coast women with considerable capital who are ready to redeploy part of it
"is betting that" usage correct since Ms. Hanson is currently betting. Don't get fooled by the preceding past tense language. Rather, focus on the meaning.

C. is betting that there are still many East Coast women having considerable capital who are ready to redeploy part of that
"is betting that" usage correct since Ms. Hanson is currently betting. Don't get fooled by the preceding past tense language. Rather, focus on the meaning.
"having" is awkwardly used as a modifier here.
"that" at the end of the sentence confusing. That can be used in an informal way like this, but it's ambiguous according to GMAT.
D. has been betting that there were still many East Coast women with considerable capital who are ready to redeploy part of it
"has been betting" is not the correct tense since she actually bets right now.
"were" is wrong tense. Actually, there are still many such women now and Ms Hanson refers to them.
E. is betting that there will still be many East Coast women with considerable capital who would be ready to redeploy part of these
"will still be" is incorrect since Ms Hanson does not mean to make a prediction. She rather provides her claim that involves present day.
"would be" cannot be used if the preceding clause does not have a past tense or would used as a subjunctive. So would is incorrect here
"these" incorrectly refers to singular object "capital"
