A license plate in a country starts with a capital letter followed by four digits of decimal numbers (each digit is an integer between 0 and 9, inclusive), and ended by three capital letters (between A to Z, inclusive). How many different license plates can be made with this rule? Examples: S4567PQR, A1234XYZ.

Hello, agmy302. I agree with what ramlala has written above, only the 9 in the fifth slot, highlighted above, should be another 10. The only reason the number would be any different is if repetition was not allowed in that particular slot, and the problem makes no such distinction. (I am guessing that ramlala was simply typing too fast.)
This does not appear to be a GMAT™ problem. I hope we are not helping you with a school assignment or something.
