so radius of X is half of the distance between x and y..
if radius of y = radius of x, the two circles will touch each other as shown by blue circles in att figure
otherwise ans is NO
We do not know about x
insuff

(2) One circle is bigger than the other
they could still meet if distance between centers = sum of radius
insuff

they will not meet
sufficient
