I still find it somehow redundant, even though my studies were not in English, I have lived in the US for about 4 years...
I took GMAT and clearly, I can express my ideas/understand the English language.
For me, it's just a waste of time and money. I took TOEFL in 2016 with almost no preparation (except watching the videos posted on GMAT Club - speaking and writing), and got 110. I think I finished the test in 1/2 of the allotted time as well...
on the good side...after listening, I had a huge break :D
