It could be in III quadrant where A could be less than B but at the same time B<0.

So I think C is correct

The slope will be b/a
The line passes through the origin. It will have value of -x, y in quadrant II and x, -y in quadrant IV.
Combining the two statements, it can be deduced that the point a,b is in quadrant II.
The answer is C.
