If this question is posted as it actually is, this is least likely to be an authentic source for GMAT kind problems.
Option A must be the original sentence in GMAT. But, I see the difference here.
Due to a negligible difference in Phase III results between patients using the drug and those using a placebo, the Food and Drug Administration refused to approve it on this basis.
(A) Due to a negligible difference in Phase III results between patients using the drug and those using a placebo, the Food and Drug Administration refused to approve the drug on this basis.

If this question is posted as it actually is, this is least likely to be an authentic source for GMAT kind problems.
Option A must be the original sentence in GMAT. But, I see the difference here.
Due to a negligible difference in Phase III results between patients using the drug and those using a placebo, the Food and Drug Administration refused to approve it on this basis.
(A) Due to a negligible difference in Phase III results between patients using the drug and those using a placebo, the Food and Drug Administration refused to approve the drug on this basis.

I marked option C as correct choice.
In the original sentence "Due to a negligible difference in Phase III results between patients using the drug and those using a placebo, the Food and Drug Administration refused to approve it on this basis.", it is clear that the pronoun "it" refers to the drug. However, "on this basis" is not clear and redundant.
I think the correct choice is option C as it communicates the intended meaning.
Option D & E retains the error of option A and includes additional error. The use of "the" before "results" is incorrect
I think Option B is incorrect due to the replacement of "due to" with "based upon"
