Correct. They can let you know like the week before school starts. For Fuqua, there's nothing to lose. If they have a spot open, they can offer it to the many on their waitlist. If someone bites, great - they've filled a slot. If they can't fill the slot, they are in the same exact situation as they were prior to offering that slot. Given the competition this year, my guess is they will be able to fill it since many do not have acceptances, period. Assuming someone has that flexibility, there is definitely a chance you can hear late. You never know with the pandemic and things all out of whack this year whether there might be movement even after the deposits are due.
It is great that you are thinking of reapplying. You are obviously a good candidate by virtue of being waitlisted. If you get really lucky and do get off the waitlist, then you've saved yourself a year of waiting and an entire new process. If not, you're geared up to put yourself over the top.
