Greatest 5 year percent change in minority is 1980 - 1985 ie. from 450 to 600
Hence, required percent change = 150/450 *100% = 33.3%

Please someone help to explain, why change from the year 1990 - 1995 is not considered here?

I also did the mistake at first. At the beginning, they speak about the time period of ten years when you can find the biggest change. This occurs from 1980 to 1990 and not from 1985 to 1995.

So among this time period, you must find the greatest change. So it would be from 1980 to 1985 or from 1985 to 1990. Then, the biggest difference is between 1980 to 1985, and the change is 33%. So answer D.
