There are two options for parallelism in this case:
Visited...Bombed
Factories...Civilians
A. bombed out civilians
Meaning doesn't make sense. The context gives the impression that the king&queen were good, which is opposite to bombing out civilians.
B. they bombed the civilians out
Not parallel
C. civilians bombed out
Sentence is nonsensical
D. civilians who had bombed out
I'm having trouble understanding what "Civilians who had bombed out" actually means.. Nonsensical
E. civilians who had been bombed out
Makes sense in the context of the sentence and is parallel.
