savings in a month = 1/3

spending in a month = 2/3.

spending in a year = 2/3 *12 = 8.

Required fraction = 1/3 / 8 = 1/24.

IMO D 1/24

Lets solve this with help of some numbers
Say his monthly pay is 30
So he saves 10 every month and expenses off 20 every month
so his annual expensed off amount =12*20=240
So the exact proportion is 10/240=1/24

saves x/3
spents 2x/3
in year 2x/3 * 12 = 8x
ratio
x/3/8x = 1/24

We can let each monthly paycheck = \$9 and thus each month \$3 is saved and \$6 is spent.

Thus, she spends 6 x 12 = \$72 a year, and the amount she saves in a month is 3/72 = 1/24 of the amount she spends in a year.
