each year red winged blackbird spot in certain region of midland province during spring and fall migration.
in fall they eat significant portion of crop.
farmers sought to permit to set out small amounts of poisoned rice during spring to reduce fall blackbird population.
people raised concerned that it might affect the native birds.
conclusion- wildlife agency approved pemits.

(A) In the region where the red-winged blackbirds stop, they are the first birds to be present in the spring.
if they are the first one in spring then they will be exposed to the rice first and will eat it as well. hence the birds coming later will not be affected by such crop then. so this make sense on why wildlife approved the plan

(B) The poison that farmers want to use does not kill birds but rather makes them incapable of producing viable eggs.
the plan is not to kill them at all and even if it makes them incapable of producing eggs those birds still stop during every spring and fall. so this doesnt make sense much. reject.

(C) Since rice is not raised in Midland Province, few species of birds native to the province normally eat rice.
but the plan is to reduce population of certain type of bird. so if few natives re eating the rice then why did residents had problems at first? doesnt make any sense. reject.

(D) Without the permit, any farmers shown to have set out poison for the blackbirds would be heavily fined.
thats why they asked for the permit. so this is irrelevant, out.

(E) The poison that farmers got approval to use has no taste or smell that would make it detectable by birds.
not concerned by taste or smell of it and how its not detectable by all or none. reject.

The important point of this question is that we need to choose why something is one despite there being drawbacks.
Option B states something that will be an issue for ALL species in general and does not specifically say that only blackbirds will fail to produce eggs or something like that.
Thus A is the answer.
