"hospital-medical school complex" is a regular requirement for a community which is justified to be built away from CBD (as per para 1).

Can you explain how to eliminate C?

This question specifically asks about examples of the emerging trends of urban growth described in the last paragraph:
Quote:
 Recent years have witnessed the establishment around older cities of secondary nuclei centered on suburban business districts.

The part in bold is key -- we need examples of secondary nuclei centered on suburban business districts. (E) describes a new residential center, so it doesn't fit.

A hospital-medical school complex 15 miles away from downtown would represent a new suburban business district that would likely create a secondary nuclei (as other businesses/residences spring up around that new hospital/medical school). So (C) fits the phenomenon discussed in the final paragraph.
