Choice B: Here I see that Para 1 gives context and then para 2 describes the models and para 3 presents the inadequacy.
But you still need to explain the model to explain the inadequacy.
Choice D: Covers Para 2 and para 3 nicely. Para 1 is the context. So Choice C also seems good.
Can you explain how to eliminate B?
The final paragraph talks about RECENT developments, and the passage concludes with the following: "A new multicellular model of metropolitan geography is needed to express
these [recent developments] and other
emerging trends of urban growth." So the idea here is that the two older models aren't going to work with these new developments or emerging trends.
But does the author believe that those two models failed to explain patterns of urban geography? No. In fact, the author would probably agree that the older models do succeed in describing certain patterns -- for example, why certain businesses are where they are, or why higher-income families live on a particular side of town.
The author even says, "neither model
fully accounts for the increasing importance of focal points other than the traditional CBD". This suggests that the past models do at least
partially work.
The primary purpose here isn't to emphasize the inadequacy of the past models. The author seems to believe that those models have some merit but that a new model is needed to explain recent developments. In other words, the author wants us to understand those past models -- their merits and their limitations -- so (D) is a better fit.
