Coal is consumed for two purposes:
1) to heat homes.
2) to produce steel.

If demand for coal is about to rise, they should do one of the following:
#1) Do not import coal or steel and decrease consumption of steel (stop producing steel using coal).
#2) Import coal and continue the current consumption of steel.
#3) Import steel (continue the current consumption of steel) and use coal solely for heating homes.

So, it says that Edgarton have to 'import' coal or steel. it rules out the #1.

#2 and #3 will be our situation in both we 'continue the current consumption of steel'.
