"Considered to be" is the wrong idiomatic expression. "Considered as" is wrong. This rules out A, B, D, and E. Also, we use "such as" to introduce examples, not "like".

(A) Electronic devices like smart phones and notebooks, which were once considered to be items of luxury, have now become
(B) Electronic devices such as smart phones and notebooks, which were once considered to be items of luxury, have now become
(C) Once considered items of luxury, such electronic devices as smart phones and notebooks have now become
(D) Such electronic devices like smart phones and notebooks, which were once considered as items of luxury, now becoming
(E) Electronic devices such as smart phones and notebooks, which were once considered to be items of luxury, becoming

This question basically compares the consideration of electronics devices in the past and the present.


(A) Electronic devices like smart phones and notebooks, which were once considered to be items of luxury, have now become - like is not used to give examples of a noun. Instead such as is used
(B) Electronic devices such as smart phones and notebooks, which were once considered to be items of luxury, have now become - this sentence has to be mandatory in order to create the comparison. By the addition of WHICH, it has become optional. If we omit this part of the sentence, the comparison cannot be done.
(C) Once considered items of luxury, such electronic devices as smart phones and notebooks have now become
(D) Such electronic devices like smart phones and notebooks, which were once considered as items of luxury, now becoming - "like"and verb error
(E) Electronic devices such as smart phones and notebooks, which were once considered to be items of luxury, becoming - this sentence has no verb

Hence C is the answer

"which" can only refer to the word behind it. Only option C eliminates that flaw.

The question smartly adds "To be", "As" with "Considered"
"Considered" is the correct idiom.
So we can easily eliminate the other options.
(I added the word SMARTLY because I fell in the trap and ended up choosing (B)).
