Shouldn't "increase in the amount of scheduled time he’d previously devoted" in the correct answer be "increase in the amount of scheduled time THAT he’d previously devoted" by GMAT standards?
"that" is
implied here.

For some reason I thought it was a rule to always use the demonstrative pronoun THAT in similar cases so I developed a habit of automatically crossing out such answer choices.
I read something in the Manhattan guide which compared every day speech where one may say "I put on the shirt I bought" with the correct verbiage for GMAT "I put on the shirt THAT I bought", saying that although the former is a common figure of speech, it's incorrect for GMAT SC.
