Eric takes 20 minutes to complete the job
in 1 minute he will complete - 1/20th of the job
Ray takes 30 minutes to complete the job
in 1 minute he will complete - 1/30th of the job
If both of them work together, in 1 minute they will complete
1/20 + 1/30 = (3+2)/60 = 1/12th of the job
Hence to complete the entire job they will take 12 minutes.

The answer must be less than 20 minutes. So, the answer is either A or B. 10 minutes would have been the answer if both individually could vacuum in 20 minutes (then together they'd need half the time of each, so 10 minutes). Thus, the answer is 12 minutes.
Alternatively, you could solve it by finding the combined rate: 1/20 + 1/30 = 1/12, which means the time needed for them combined is 12 minutes.
Answer: B.
