Question :
The Gordon Act, which established a wildlife refuge in the Big Dark Swamp, is currently up for reauthorization. The act prohibits the building of roads or cutting of old-growth trees in the swamp, though it permits hunting. Many blamed logging activities for the decline of the bird population, especially that of the dappled grackle. The grackle population has continued to decline since the passage of the law, demonstrating that the Gordon Act has not been sufficient to protect the species. Another nearby refuge, the Wayne County Marsh Habitat, bans all mining, logging, and hunting. Wayne County officials have not reported a decline in the grackle population there. This proves that hunting, not logging, was responsible for the population drop in Broomall County. Thus, Broomall County should not reauthorize the Gordon Act unless it is amended to include the same provisions as those in Wayne County.
Essay:
The author of the Editorial states that "The Gordon Act" was implemented with the aim of preventing the population drop of the species of birds in the Big Dark Swamp. The Gordon Act was not proved to be effective like the Wayne County Marsh Habitat for one main reason "Hunting". The logging though assumed to be a major reason for the reduction of the bird's population fell short of proofs when there was no stabilization that occurred in the population of the Grackle. Whereas, in Wayne County where logging, mining, as well as Hunting, were banned has seen no drop in the population of Grackle. This might seem to be appealing to the readers doesn't throw light on various aspects involved in the decrease in population of the Grackle like the Natural Predators, Environment differences in the respective lands, Effective control of breaching of the laws etc., and hence such a vague comparison might not be an effective scale for comparison.
Firstly, the author fails to bring to our notice the exact Climatic, Predator, Enforcement scenarios in both the County. The Hunting might not have been a serious problem for the reduction in the population of the Grackle, and logging which cleans up the habitat might be the major reason for the reduction in population as expected by the environmentalists, but since there is no serious enforcement of laws, trespassers must have been logging regularly leading to the deaths of many Grackles, and hence the author might be flawed in his explanation.
Secondly, in Wayne, there might be less number of natural predators in the habitat unlike in Big Dark Swamp, where the major predator is also having a safe home with the increased conservation laws and might be having its sway in killing the Grackles. The hunting must have added up to the already high number of deaths of Grackle.
Finally, the author fails to tell us about the environmental situations of the Counties. One of them could have a pleasant climate for the birds to live whereas the other might have been in a hot and arid climate making it very difficult for the birds to survive and reproduce, even if they did reproduce well, the number of eggs that hatch might be way lesser than the number of eggs hatched in the pleasant climate.
Hence, the author's analogy of "Hunting" as the major problem for the reduction in the numbers of the bird's population could be true only if all the factors mentioned above such as Environment, Predators, Law enforcements are almost similar in the cases of The Gourdon act and Wayne County Marsh Habitat. If they are similar it would be advised that the Gourdon Act add "Hunting" to it's prohibited set of laws enforcements and observe if there is a stabilization in the population of the Grackles.
