I am curious to know which is the correct usage.

The subject is "candidate" and the prepositional phrase "except Smith and her" is not a subject but a modifying phrase: taken as a whole, it acts as an adjective. The correct form (subject or object) of the feminine singular pronoun depends on its function within the phrase in question. Within the prepositional phrase, "Smith" and "her" are objects of the preopsition "except." Accordingly, we need the objective, not subjective form.

(And yes, this would mean "between you and I" is wrong as well; prefer "between you and me." :-D )

Thanks man. So far I was thinking "between you and I" is correct. Now, I understand that after preposition, we need to use objective pronouns. With that knowledge, I think following statements are correct. Please correct me if I am wrong:

"You and her complete the work"
"You and me went to movie"

Even if we use 'she', question still remains: who is that 'she'?

These kind of statements are usually used in reference to other statements in a big context; hence usage of 'her' is justified.

it has been multiple times discussed that 'except Smith and her' is correct but not 'except Smith and she'.

Even if you don't like, until you finish GMAT, accept it as a correct form.

Official Explanation

Since except is a preposition, it must take an object (her), not a subject (she). Therefore, choices (A) and (C) are wrong.

Choice (C) is also wrong because excepting is poor diction as used in this context, as a substitute for except.

In choice (E), outside of is also poor diction; either except or other than should be used instead.

In choice (D), “but not she and Smith” is wrong for the same reason as (A); when used as a preposition, but takes the object her.

The correct answer is (B).
