Let total schools be S, so total runners = 5S.
Genevieve is ahead of exactly half the runners, so her rank is (5S + 1)/2.
She is also ahead of all teammates, and the best teammate is 24th, so Genevieve must be ranked better than 24.
So (5S + 1)/2 < 24
5S + 1 < 48
5S < 47
S < 9.4, so S = 9
Check S = 9: total runners 45, Genevieve rank = 23, which fits.
Answer: A. 9
