Question. I have heard of T10-25 schools shopping high GMAT scores with full ride scholarships. Is there any truth in it?
Certainly there is - it is common for schools to try to retain admits with high GMAT and strong profiles with scholarship. This has always been the case. They also provide scholarship when it comes to student experience/background/employment/employer diversity as well.
Especially as some schools have waived GMATs, schools a little lower on the rankings are looking to move up by improving their average GMAT score.

If we are talking about the profile you mentioned before, to get a top 15, you will need to improve you GRE score to counteract your GPA.
For the trade off, do research on schools that have employers you are looking for specifically or are in that hiring region. What are your career goals post MBA?
Preferably brand and product management
if you are looking at FMCG/CPG midwestern states are the heartland for these employers, so looking at strong recruiting relationships at schools in that region can be lucrative.
For tech, Washington Foster is a great consideration as Seattle has a strong tech presence with Microsoft and Amazon and other in the area... and relatively close to Silicon Valley
