IMO E ...

Experts recommend - plural so get rid of A

they are proposing an action for parents that is to think of setting realistic goals hence "E"

We need to use command subjunctive here. Construction is bossy verb+that+subject+CS.

Subject verb Pair -
Experts (Plural) needs plural Verb Recommend not singular.

Option E is in perfect subjunctive mood. Option E
