For each of the first three months of last year, the graph shows the number of service requests handled by the Technical Services department at a certain company and the number of those service requests that were high, medium, or low priority. For example, the graph shows that in March, the department handled approximately 590 requests: approximately 310 high priority, 120 medium priority, and 160 low priority.

1)For the first blank we need to see the value constituted by the high priority request with respect to total: 1)March month - High priority-310,Total-590,%=52.5 2)Feb month - High priority~380 ,Total~920,%=42 3)Jan month - High priority~410,Total-1100,%=37.27,
So March is the answer here for the first blank and as we can see from the above calculation March's total is the least among the three, so least is the answer for second blank

When dealing with proportion you are looking for a ratio. In the case of March, the high-priority requests (black box) clearly assume over half of the total requests received that month. The other months all have less than half of total requests being high-priority (black box) which means that march has the greatest ratio of high-priority to total requests.
