how to deal with these type of questions? I used visualisation but I think it might not work always Please can someone help?

First question I think you won’t have any problems.
For second we need to think about how percents work. All allocated same amount for program expenses. We can see B has lowest percentage. That must mean to match the higher percentage of others lower percent of B must be against higher budget. Then we administrative process has already high % for B. So it’s the highest % of the highest value. Definitely B has to be the answer.
