On behalf of Career Launcher, we suggest:-

Option(C) is correct: without a sufficient and respectful fear of the IRS, the prompt collection of taxes could not continue.

Let's understand this better:-

Explanation- The argument leads us to believe that the IRS should try to put off the image of an agency that is feared as a way to enhance efficiency, although this is probably not the case. If the traditional fear of the IRS is an element that contributes to effectiveness, then fear must also exist within the proposed friendlier image.

Option(C) indicates that fear is required in order to assure the timely collection of taxes and strengthens the argument that a friendlier image could reduce fear and therefore cause some inefficiency in tax collection.

Why are A, B, D, and E incorrect? Response A does not address the problem of fear, nor does it address the issue of image.
Response B states that a friendlier image will increase compliance, thus contradicting the argument.
Response D is stating a fact about fear, but it does not address the underlying point regarding how the IRS may conduct its operations or respond to potential inefficiency based on the change in image.
Response E states it costs taxpayers more than compliance is worth, which is not even address fear or efficiency.
