IMO, its C as Babies associate the voice of the primary caregiver with release from discomfort. In question stem, this primary caregiver happens to be the mother. Thus, whenever a baby hear mother's voice(Primary caregiver), there is a release in discomfort.
All other options show a relationship bw just mother's voice and baby's discomfort independent of mother being a primary caregiver.

The answer is (C) . Let us analyze the argument :

Pr1: Mothers primary caregiver for babies
Pr2: Whenever they hear the voice of their mothers, then they become quiet which does not happen for other voices.

Which sums up: that the voice of primary caregivers soothes the baby . This is aptly stated in Option (C)
