We need to weaken the above conclusion.

Passage understanding: by understanding percentage increase, the passage is expecting the increase in number as well
question Stem: find a weakener (we need to find an option that may attack the assumption that percentage increase doesn’t necessarily means an increase in actual number.
Option E correctly states the same.
