E: because the comparison is between the candidates' candidacies, not the candidate himself.

All the others compare previous candidates with the candidacy of Ross Perot.

What he is trying to say is that comparison is between ross perot's run and the two candidacies and not the other kinds of comparisons as mentioned in all the other choices. Hence E is the best option.

in D independent candidates are compared to ross perot's independent run so it is an apple to orange comparison
