Pittsville, a historic town, managed to keep its expenditures low, as it was not required to maintain or improve transport routes within the town. Five years ago, a state ordinance was passed, requiring the town to refurbish and expand its transport routes, significantly increasing the town’s expenditure. Yet, the town achieved a marked increase in its savings since then.

Which of these statements, if true, best resolved the paradox seen in the above passage?

A. The ordinance mandated that at least one third of a town’s expenditure go towards maintaining transport routes, but only a small percentage of transport expenditure was mandated to go towards the routes used to reach the town’s historic locations.

From my experience, initial tests are adaptive with a good number of hard and medium questions.
Later on, I kept getting easy questions (esp in quant).
