Government official: Currently many business travelers rely on a one-hour flight between the cities, but complain about congestion and delays at the airport. The new high-speed railway between Hamport and Dudley, Aplandia`s two major financial hubs, will be able to make the same trip in slightly less than three hours. i think it's also e, but let's analized other answers to be sure. The proposal states that people will take train rather than plane cause the duration of the way will be less time, we have to find smtg that will counter the proposal
a) if same price and less time for the trip, doesn't counter the proposal 
b)strengthen the proposal (at least make it easier for people to take the train)
c)claim that is useless for strngthen or weaken or support the proposal
d)doesn't support or counter the proposal (people are saying that they haven't make them choice yet
d)more delay so the argument of less time is flawed, sorted

Conclusion is focussed around less travel time. The option that casts most doubt should increase travel time. Hence, option  E  is correct.

The effect on the argument is unclear. What proportion of all the seats is first class ? Are business travelers interested in the train's first class ?
B. Several trains will be scheduled throughout the day to accommodate a large demand should the route become popular.
This gives a reason to believe that if the plan works, accommodations will be made for large demand, so not a weakener.

C. Twice within the last two decades there have been significant recessions in Aplandia.
This answer choice along with E points out a reason to beleive that some conditions might not be ideal fo the plan to work, but this one is too broad in my opinion.
D. The majority of those who commute between Hamport and Dudley say that they will continue doing so once the proposed railway is fully constructed.
This strengthens the argument.
E. The proposed speed at which trains are to travel will produce static electricity that will interfere with other trains’ equipment, thereby causing significant delays.
