It really depends on the rest of your application. GPA ranges are ranges for a reason. If you blow them away with your work experience, extra curriculars and LORs the GPA will be less of an issue. Hard to say exactly with just your GPA though

tough question...the GPA is an important part of the evaluation criteria but it is just that a part. Admissions teams usually pair up GPA and GMAT together. The lower one is the higher the other should be to help establish your aptitude. With GPA, many factors can also help or hurt this number so it is not as finite as you may think. Upward trend, major, quality of university, analytical coursework etc. all factor into the perception of your GPA. if you blew the gMAT out of the water via a high score like a 750+ or something that exceeded the avg at Haas this would go a long way to help. Given your low GMAT i would really focus on telling a really compelling story within your application that helps you stand out in other ways since your current scores will not.

These other aspects of the application process, work experience, reccs, ECs, essays ned to be top notch to optimize your chances at admissions. But on its head a low GPA will not exclusively keep you of contention at Haas.

Hope this helps!
