first the split is clearly between ITS and THEIR.
THE INSURANCE BEHEMOTH is singular hence ITS is the correct pronoun usage here.
moreover a part of an effort==>this has an extra article A....Which is not required because part and a part conveys the same meaning here.
lets come to the option.
(A) Europe, which is part of an effort to solidify their
WRONG
-usage of WHICH is wrong.
-usage of THEIR is wrong.
(B) Europe, a part of an effort to try to solidify its
WRONG
- article A is unnecessary.
-try and effort ==>is redundant.
(C) Europe, a part of an effort solidifying its
WRONG
-article A is unnecessary.
-effort solidifying its....=>ING form changes the meaning...as meaning conveyed here is effort is solidifying rather the purpose of an effort is to solidify.
(D) Europe as a part of an effort to solidify their
WRONG
- article A is unnecessary.
-usage of THEIR is wrong.
(E) Europe as part of an effort to solidify its
CORRECT.
