Hi guys, during the break session between quant and verbal, i noticed i only had one page left on the scratch pad, and I asked for a new one so i dont have to waste my time during the verbal session. but the people working in the test center told me i have to finish all the pages before asking for a new one.
Is there a rule? I had to wait for 1 minute for during the verbal to have my new pad....kind pissed about it. Almost wanna write a complaints about it....

You should complain about this, especially if your next attempt is at the same center. It is their job to change your noteboard between sections, irrespective of whether you've used all the available pages or not.
Your patience was commendable. I might have just drawn a couple of lines through the remaining pages and handed the noteboard back to them right then and there. It's just as well that you didn't though. Given how inexperienced those staff members must have been, they might have cancelled your test for that.
