I don't understand why E it's wrong

because B correctly modify Amstrong and E simply has no sense.

If you read the entire sentence with choice E doesn't comunicates anything at all

Correct Choice is B

A) doubtful whether having all the …… is correct.

B) correct choice. Grammatical usage of in spite of. Obeys parallelism In spite of x and y (noun Noun)

C) in the spite of is not idiomatic. Of his illegally taking is ungramatical and awkward

D) by the time changes the intended meaning and wrongly suggests that He was the winner of the race untill he was taking steroids.

E) despite being … not correct usage.

How could be correct usage of 'Despite' in the current question ? Use of Despite will make sentence short and simple.

I think the structure “Despite being” is true. The problem is the usage of “accuse”. The prevalent structure often is “accuse doing sth”. Im not sure.

Between B & E, I did not eliminate E because of despite but because of meaning.

Looks fine to me
e) Despite being constantly accused to take the steroid
Now, this gives a meaning that Lance A was being accused of steroid as well as his fight against cancer. Also, the usage of 'being' is usually not preferred in Gmat barring few conditions, hence I went ahead with B.
