SumantaKS - In this specific sentence, the participial phrase "investing their time and efforts in animal protection programs" acts as the subject, and "appears" is the main verb. Also, please remember that whenever a participial phrase acts as the subject, the associated verb is always singular. I hope this information help.

Hi SumantaKS, basically the act of investing (of their time and efforts in animal protection programs) appears normal.

Here, investing appears as a noun, the subject of the sentence.

On the other hand, if the sentence is like this:

In the firm, the investing partners are supposed to invest equally in the project.

Here, the subject is partners; in this case, investing is just an adjective (participle) modifying the noun partners.
