For average people, investing their time and efforts in animal protection programs appears to be impractical.
Hi SumantaKS, basically the act of investing (of their time and efforts in animal protection programs) appears normal.

Here, investing appears as a noun, the subject of the sentence.

On the other hand, if the sentence is like this:

In the firm, the investing partners are supposed to invest equally in the project.

Here, the subject is partners; in this case, investing is just an adjective (participle) modifying the noun partners.
