It’s not impossible, but if you have a Canadian MBA already, you will have to answer some very tough questions to any AdCom.

Why did you do your MBA in Canada, if you wanted to work in the States ? (Especially of you moved to Canada for the MBA)

You mentioned “obvious reasons”, does that mean better placement, salary, geography ?

Why did you do your MBA in Canada, if you wanted to work in the States ? (Especially of you moved to Canada for the MBA)

You mentioned “obvious reasons”, does that mean better placement, salary, geography ?

It includes a lot of factors
yes the ones you spoke are certainly one of them and the need of USA MBAs to hire people with at least 4-5 years of work ex
If the MBA is from Canada, co-op, then it will actually help me build my profile and pivot early into strategy role, into say Management consulting and then I can focus on one thing that I truly wanted, i.e. Entrepreneurship

So my primary goal was to get into a top B-school and build a good network to start up
but apparently staying in the country won't work as I have to transition into a business role and promotions are highly unlikely given that I am in the second Highest position an engineer can have at a relatively small company
Moving to Canada could be called building international relations and an early pivot point, for a person who knows what he's doing

And moving to USA to build a better network with reputation could help me become a better entrepreneur
As an entrepreneur then I'll have network of 3 places and that can truly help me build better
But if the top B-schools had taken me, I'd have started up right away

I think the primary drawback to this plan is that most Top MBA programs will view already having a North-American MBA as a HUGE negative that you would need to overcome.

If you haven't already started at your "first" MBA, I would strongly advise simply reevaluating your profile and going for the Top US programs instead, if that is the end goal.

Or possibly applying for Canadian Masters programs MSc, MiM or something. That way you can transition to Canada, build your network and still have a good shot at Top US/EU/CAD Schools.
