IMHO:
HEC Montreal is a good option here. I do not have much reason for that because HEC and Frankfurt school of Finance and Management both are good schools.
But My opinion is based on the situation of yours. I can guess you would like to work abroad after the degree so CANADA is giving you better chance. you already know a bit french and good with English so it will also help because you have to learn german from scratch. Gernamny is a good location but language requirement may slow you down there. Also with your experience in IT it will be good to go to CANADA as IT personals are required there.

2. MS in Finance from Frankfurt School of Finance and Management.
- Good School in Germany.
- I do not speak German so will have to learn that and finding part time work will be difficult.
- Finding full time work as a non EU student is difficult after degree.
3. MS in finance from HEC Montreal( result awaited for this one)
- Good school in Canada
- Getting PR for Canada is easier in comparison to other countries.
- I speak basic French and fluent English
