what is difference between the 2 sentence?

seems that the first one is better, since the comma in the last one is an indication that 'prohibiting' modifies W,Il, Fl instead of bans.

The second one is better, in that the phrase 'prohibiting landfills ...' acts as a qualifier for 'bans'.

IMO, in the first, prohibit "go directly" to BAN
while in the second, prohibit "go to" the fact that some states enforce the ban (not the ban itself)
sorry I don't have good at expressing gramatical issue.
Any other idea?

in this case PROHIBITING modifies BANS
