UT is very comparable to UCLA. Both very strong brands and networks in their areas, and not nearly as strong outside of it. I guess it will depend on LA vs Austin (or pretty much all of Texas and surrounding states). If you are unsure about where you'd like to end up afterwards, I'd apply to both and decide when you are forced to.
You said it in your post though, almost all of the top schools are on the coasts.... in Cal - LA you have UCLA and USC, in the bay area you have Stanford and Berkeley. In Texas and surrounding states, you have UT distantly followed by Rice and A&M.
I can't speak much on either schools program or focus on Entrepreneurship since I'm looking mostly in the east, but if it comes down to those 2 schools, just know you'll likely be building a career in either LA or Texas, where would you rather be?
Haas consistently ranks above both schools, especially if you're looking for high tech Entrepreneurship. If you plan to build your company around your energy background, and what to stay in the south, UT should be your focus.
