The answer will be 22. The problem with your approach is that you are not taking into account the movement of the hour hand in one hour. The first time both min and hour hand meet is actually at 1:05:25. So in 12 hours they coincide only 11 times.
You can try it in your wrist watch if you like ;) ;)

every 12 hours result in 11 overlaps.
the actually time of overlap is calculated with: minutes after the hour = h (# of hours) * 12/11 * 5 minutes
starting with 12:00 and then 1*12/11*5=60/11 minutes= 5 minutes and 5/11 minute or about 5 mins and 27 secs --> 01:05:27, ....
