Obviously, highlight the improvement areas. But my fear is that you might ignore some of your strong points just to highlight the 'improvement'. Don't believe that "they already know" your strengths. In other words, view your application in totality and dont keep a heavy re-applicant baggage. However, go full throttle on the re-application essay. All the best!
