I am not expert , but will try to answer your questions
seems to be versus seems like
there is actually a very small difference between the first and second
e.g
It seems like they have not completed the task yet.
It seems (that) they have not completed the task yet.
The word like here is used as a preposition:
like
having the same characteristics or qualities as; similar to
and the interesting thing is, the word seem has the definition:
seem
give the impression or sensation of being something or having a particular quality
lets take another example
Los Angeles seems a nice city.
Los Angeles seems to be a nice city.
Los Angeles seems like a nice city.
1. Los Angeles seems a nice city. (This is incorrect. You can't use a noun if you don't use 'to be' in this structure)
2.Los Angeles seems/appears to be a nice city. (Both 'seems' and 'appears' can be used here.)
3.Los Angeles seems like a nice city.(Only 'seems' works here)
'seems'/'appears' + adj. = It seems/appears nice.
'seems'/'appears' + to be + Noun phrase = It seems/appears to be a nice city.
'seems' + like + noun phrase - It seems like a nice city.
It depends on the usage in sentence -which is used seems to be/seems line/seems
Hope it helps!!!
